This guide describes the context for looked-after children services through a summary of key points and a glossary of key terms. It then identifies 10 potential areas of inquiry for a scrutiny review. It offers both a short policy briefing and a list of potential questions to inform the review. OSCs may wish to use the Centre for Governance and Scrutiny’s 2012 return on investment model described in Tipping the Scales to measure the impact of any review.
